It was built in 1643 by Dilaver Pasha, who was the Governor of Kars during the reign of Sultan Ibrahim. The mosque was burned and destroyed after the 1877-1878 Ottoman-Russian War, when Kars was under Russian occupation, and the structure, which was damaged during World War I, was destroyed by earthquakes after the war. It underwent a restoration in 1997, which caused its originality to disappear.
