(Original Caption) The progress of the pacification program in South Vietnam, "the other war" to "win the minds and hearts of the people" through grass roots cooperation, is charted on this UPI news map. The white ares of the map are those regions which were considered secure from Communist threat at the end of 1967. The recovery of the shaded areas was to be undertaken in 1968. The work of the program is currently stalled, and its former progress has been neutralized by the major Communist offensive of 1968, which swept south Vietnam in the last days of January and is still being combatted.
