PHILADELPHIA, : US President Bill Clinton (C) passes a pen to former president George Bush to sign the Summit Declaration of Commitment after he and former president Gerald Ford had already signed. The ceremony, called "The Presidents' Call to Action," was held in front of Independence Hall in Philadelphia, 28 April, as part of the Presidents' Summit for America's Future.
