Bush Salmon Protection Plan Under Fire In Courts
UMATILLA, OREGON - JUNE 6: A barge makes its way up the Columbia River to McNary Lock and Dam June 6, 2005 near Umatilla, Oregon. In late May 2005, a federal judge in Portland, Oregon rejected the Bush administration's $6 billion plan to improve dams on the lower Snake River and Columbia River ruling it failed to protect threatened and endangered salmon under the Endangered Species Act. McNary is one of 14 federally operated dams on the Columbia River that Indian tribes, fisherman and environmentalists say inhibit salmon runs in the Pacific Northwest. Dams on the Columbia and Snake rivers provide locks that are the only way for inland navigation. (Photo by Jeff T. Green/Getty Images)
